Riddle Me This About My Local NBC Station

I have complained so many times about my local TV stations and I now have a new complaint.  See the below screenshot from CNN, which is a clip of New York's NBC 4 during Today.

Notice the time/temp and news scroll at the bottom.  Our local station is all blank.  It just appears to be a nonessential extra graphic that's just always there.  The Fort Wayne, IN, market is so small with station owners that just don't spend a dime more than they absolutely have to.

Am I alone in this??
